Craftsman lawn mower smoking

If the lawn mower engine produces black smoke , this indicates that the carburetor is getting too much fuel (or running rich). If the carburetor float is stuck open, the engine will get too much fuel. This is all fairly easy to do and is great DIY project to save some money on.

Whenever I start the mower , it seems to run fine but I noticed that after a while, it will get hot and I begin to see smoke. I believe it is the belt because I smell burning rubber. It does not look like anything is stuck and the blades turn. Is it time for a new belt? Does this happen when the belt gets stretched?
